Most Contractors Abandon Work in Douala VI

Since 2010, only 20 per cent of the 27 projects in the Douala VI Subdivision have been executed.

The Divisional Officer of Douala VI, Armstrong Voh, has decried the low execution rate of projects earmarked within the Public Investment Budget for the Douala VI Subdivision. Armstrong Voh was speaking at the end of an evaluation meeting in the island of Manoka by the Follow-up Committee of PIB projects in the Wouri Division November 2.

High cost of material transportation such as cement, sand, gravel, and meagre budgets allotted to the administrative unit, were among the things he attributed the low execution of projects in his area of jurisdiction. The assessment was made within the background that only 20 per cent of the 27 projects earmarked between 2010 and 2016 has been executed.

After chairing the meeting, Hon. Albert Dooh Collins, who visited some project sites in Manoka, expressed disappointment with the abandoning of most projects. Companies which were to execute the projects are said to argue that funds for their execution are too small to meet costs. The locality is peculiar and has peculiar difficulties like transportation and the lack of sand and good soils for construction. In corroboration, Mayor Ernest Edimo pointed out that materials like sand, gravel and cement are purchased in the metropolis of Douala before transportation via boats for use in the island subdivision.

“For example, a truck load of gravel which costs almost FCFA 300,000 in the city of Douala is delivered to us in Manoka at FCFA 800,000. If we consider areas further away from Manoka like Cap Cameroon, the cost is exacerbating; that is why we think that the PIB for this area should be improved,” he disclosed. The Divisional Delegate of Economy, Planning and Regional Development, Holl, revealed that 76.10 per cent of the PIB for Wouri has been executed as at this 3rd semester compared with the 14-15 per cent execution rate in the first semester.
